And this is just the western hemisphere. The Eastern would has so much land that it would be impossible to load it onto a single disc.
So your saying using airplanes to travel throughout the game. Now the problem with that is that it would be a cheap excuse to initate a loading screen. If every building will be accessible you would have to go through a loading screen before exploring.
