Half life 2 not running. Please help

I have been trying to run half life 2 on my computer for a while and when I run it all I get is A picture of the game loading then A black screen.

My Specs are
CPU: Intel(R) Pentium(R) Dual CPU T3400 @ 2.16GHz
RAM: 3.0 GB
OS: Microsoft Windows Vista Home Premium Edition Service Pack 2 (build 6002), 32-bit
Video Card: Mobile Intel(R) 4 Series Express Chipset Family
DirectX version: 11.0
Sound Card: Realtek High Definition Audio

Its has more than enough power to run the game but SSE support.
I have played Portal 1 that also needs SSE support.
Ive tried reinstalling it which does not work and everywhere I looked has no help.

Does anyone have any advice to help me get this game running.

Probably should have placed this thread on the Advice forum where people give a damn (Well, more of a damn anyway).

OS: Microsoft Windows Vista Home Premium Edition Service Pack 2 (build 6002), 32-bit

Anyway, OT: try running the game as administrator, also go to Steam, right-click on the game and click "Validate files" (or something that sounded similar. I don't have access to my Steam library at the moment to check it.) You can also try running it in compatibility mode for Windows XP but I'm not sure it's necessary.
