I'd say laziness. Ors aving space that it would take up to make it that way.

id ont know much about guns, just that mine autoejects cause its an 1884 winchester.

Always one. Please don't misconstrue someone's lack of knowledge on a particular subject as trolling. Even if it a troll, it hasn't worked and you could have kept that to yourself or at least contributed.
OT: While I don't know a lot about guns and the mechanisms used to fire them, I do know that most of those are shells and casings. I can't really add much considering everything has been said on the gun matter.

It isn't surprising that a developer would skip out on something so insignificant for the sake of one or two people who might catch that single thing. However, any good developer would realise it's the little things in a game that contribute the most realism. I neither condone nor condemn these acts of laziness. It's best to have the core game mechanics down before you tinker with the little details.

Honestly, this is one of the things I really wanted addressed in Fallout New Vegas' hardcore mode. Sure, you've got a 10mm pistol and rounds, but how many mags do you have? Those things have weight too. When you reload do you drop 'em or pocket 'em? Takes longer to pocket 'em. When do you stop to load rounds into your mags?

OT: ...what? Have you ever studied how semi-automatic weapons eject casings..?
On the subject of losing magazines... the Battlefield games(2 and 2142, NOT Bad Company) do this. In fact, thats what trained me to use most, if not all of the magazine before I reloaded. Its just silly and drives me crazy when people fire just 4 bullets then reload.

OT: As others have explained, what you are seeing are the shells. With those weapons you must manually remove them.

That said, some games do drop some very clearly unspent casings when reloaded. I'd have to check, but I think the .357 magnum in New Vegas ejects unspent shells when you're reloading. The grenade rifle and caravan shotgun may as well, but I'm not sure.
