I think that was the original premise behind TF2 but it wasn't "fun" so they scraped it.

That sounds good.
You could be like the general, making the the base and the buildings and commanding the soldiers, while YOU can fight in 1st person mode.

Battleswarm: Field of honor. Human sides are TPS/FPS. and if your the bug side it becomes on RTS. Quite fun. its in its closed beta.

Pretty much, two teams of around 4-12 each vote for their commander which will control the base/soldiers RTS style, while the others each control one unit (Maybe with classes or somthing) that is stronger than the normal soldiers FPS style, and then the teams battle it out to obliterate the enemy's base. No no. I really can't explain it any clearer, don't try to think of a game that is out if you're trying to understand it because I've only seen a few that are even close.

I have renegade and it's a run in the mill shooter with a few RTS elements. It wasn't a great mix either.

Battle swarm... Hmm... Seems fun, it's more RTS vs FPS though, which is also a good idea if you can balance it well.

rise and fall. the ghost recon advanced warfighters, AMRA, operation flashpoint and the soon to be released operation flashpoint dragon rising.

The first thing that comes to mind is Men of War, an extremely hard RTS where you could take control of individual squads and go into First or Third Person and play.
