I like Vega. He was alright and some of the stuff from the party scenes in the DLC can be pretty hilarious. I never really put him in my group for missions though. But that was because Liara and Garrus had way more dialogue and were better for party balance and over all power.

Are you kidding? I really can't tell. You seem like you actually believe that but you couldn't possibly. Udina was absolutely godawful at his job, and is one of the worst written characters of the entire series.

The absolute first thing he does in the series is show up with absolutely no evidence beyond a single eyewitness who has a criminal background and then demand that the council arrest and try Saren. Which is firstly a dumb as shit move, a good politician doesn't get into an obviously lost battle like "I have one disreputable witness, I demand that you make giant concessions to me now!" So the council tells him 'yeah... no,' because that's obviously what they are going to tell him because again he didn't have any actual evidence to back up what he was saying. The correct move at this point would be, "thank for for agreeing to hear me(even though I shouldn't have requested a meeting.) I ask to be allowed to conduct an investigation into the matter with your blessing." But that's not what he says instead he starts ranting about how the council is blind and they hate humans. Because insulting people and calling them racist/speciest is the easiest way to gain their favors and want to help you at all? He's the worst politician I have ever seen in any work of fiction.

He's not even a good behind the scenes wheel oiler. He literally does absolutely nothing for you. You have to go get the evidence yourself. If he rules the council in the second game, he's too much of a puss to reinstate you. And in the 3rd game he sends a soldier who never rose above the rank of Commander to negotiate the most important backroom deals necessary to save Earth. Instead of you know, himself; the apparently "skilled politician." And he doesn't even have any power on the citadel, the only move he makes is to help Cerberus trying to coup the council like it's somehow going to help at all? He can go ok I've deposed your leaders now I order you all to follow me? Yeah something tells me they would just ignore his empty commands.

He is not diplomatic.
He is not even a good behind the scenes LBJ type politician.
All he does is yell at people and then pout when he doesn't get his way.

Its possible he was using a different dialect than "standard." Hell look at english, go from a non accent (West US) to southern, to eastern, to british and they can all say the same word and they sound totally different.
In spanish most words have 3 or 4 sylabes, opposed to english where most words have one or two. That leads to a complicated classification system to determine where the strong sylabe is, then you add a tilde (´) to mark it, but there are some rules to skip that. In this case the word would be written "Estebán", as he pronounces it, when it's "Esteban".

There *may* be some variations of pronuntiation, but you can't change the strong sylabe in a word, because you'd have to change the tilde.
