Having problems with Borderlands 2 DLC on xbox 360

So recently my Xbox 360 died. Big shocker there, I know. It was a launch xbox and somehow managed to survive 7 years, so I'll give the little guy credit. That Xbox had all of my DLC for Borderlands 2 on the HDD, but all of my character data was saved to a flash drive.

I have a second xbox, and when the launch xbox died I just moved all of my stuff over to the second xbox that I have, no big deal. I just redownloaded all of my borderlands DLC to the other xbox's HDD and figured I was good to go, so I popped in my flash drive, started up my game, picked my character and loaded up into Sanctuary.

Now here's where things get weird. The game will not let me visit any of the DLC areas nor will it let me use any of my DLC weapons or skins. Even though I have all the DLC downloaded the game gives me the message "This DLC is not owned." All of the DLC areas show up in the fast travel stations, but I can't select any of them.

Anyone know what the problem is or how I can resolve it? I've tried moving my character data to the HDD and playing from the HDD rather than my flash drive, but that didn't fix it. Any advice would be appreciated.

You'll have to redownload them from your gamer tag into your new Xbox, otherwise the game will assume you've just copied them from a friend. You still own them under that I.D., but you can't just copy the whole thing over. You haven't lost things though, so don't panic.

I had a similar issue when my PS3 died. I had a separate account from my PSN not on the Internet just so I could play other characters on Skyrim without fear of wiping other saves (which did happen in the past). I copied them over, but with no proof that they were mine, the game wouldn'tet me save or earn trophies. It was a bit annoying.

Thanks, I found the instructions online. The shitty part is that now I have to get the license transfer and then redownload all the DLC AGAIN to get the license to activate. The microsoft servers are so goddamn slow that I can download all of Max Payne 3 off of steam faster than 5 gigs worth of DLC from xbox live.

I DID redownload them from my gamertag onto my xbox.
Oh sorry, I thought you meant you just transferred over the data on a hard drive, but now I see I'm clearly an idiot. Glad it's being sorted anyway. :D

Nah it's no problem, I realized after your comment that it could have been misinterpreted from the way I wrote it. Thanks for giving it the old college try anyway.

Might be a bit late on this one, but pretty sure you only need to re-download the content to have it work when you're offline - if you're online the license transfer is recognised and you should be good to go
