Help a customization nut out

So, one of the biggest influencing factors for me when buying a game is it's level of character customization. It's for this reason that Saints Row is one of my favorite series and that Brink was the biggest disapointment for me in recent memory (still enjoyable though). More to the point, I like to keep a consistent look with my characters. What I'm looking for in this case is as follows; white sleeveless shirt, black jeans or cargo pants, fingerless gloves, and cornrows with the option to turn your hair green.

Games that I know allow this:
Saints Row 1 and 2, though 1 doesn't have any gloves
Brink
I'm assuming All Points Bulletin by what I've seen from the customization trailer, but I haven't tried it yet

So what I'm asking of you, my fellow and much more versed escapists, is if there are any other games that fit the criteria I'm looking for that I don't know about. Any help would be much appreciated.

i do believe GTA: san andreas fits that criterea. i don't recall if you could dye your hair though, actually...

The only ones I can think of are MMOs: Champions Online (F2P) and City of Heroes (P2P and better, IMO). I spent so long just on the customisation of those two games. Just amazing.

Tiger Woods PGA Tour's have had quite extensive customization options. I guess you could do a character like that in the newest one. It's still a golf game though :)

Um, look into the Skate games? Pretty sure they got decent character customization.

How about Deus Ex? Human Revolution is still a long way ahead but you can always try out the original title.
It will all look like the whole game is made from cut-out cardboard figurines but hey, its a 90`s game.
Its still a dam dam dam dam dam dam good dam good game

You never heard of that one, right? If you are a RPG fan, you owe it to yourself to check that one out.

Also, Bethesda games (e.g. Oblivion, Fallout 3) have a shit load of fan made mods to customize your character anyway you want and with any kind of clothes you want. Or if you prefer, no clothes at all.

Go with APB, although you still have to unlock most of the clothes. Saints Row 2 is the other best alternative to APB but since you already have it.
