Help me find an Anime!

Hi all, I've got a treasure hunt for you!

I have flashes of memory from when I was much younger revolving around an anime movie, possibly an OVA, which told the story of a group of young people living in a city on a giant turtle's back. I vaguely recall it being shown on Cartoon Network, on one of those old late night weekend anime blocks like when they ran the whole series of Cowboy Bebop and the .hack series.

What I don't remember is the name. Does anyone have even the faintest idea of what this movie could have possibly been?

No, that's not it, but closer. As far as I can remember, it was a small cast of people in a city mysteriously empty, which they later discover is on the back of a giant turtle. Or, something along those lines. The art style I'm picturing puts me more in mind of Hayao Miyazaki, though I don't think it's a movie he worked on.

Oh, I know the feeling. I can't remember anything about a certain anime except that I really liked the eye designs.

No, that's not it. I don't recall any combat - but that doesn't mean much, does it?. And I'm fairly certain it wasn't from a series, though I could be wrong.

As i know this was posted years ago. i am looking for the same anime. it was drawin like the Fatal Fury motion picture, and they used a jet to fly under the city to see the turtle?

Do any of these things sound familiar?
Girl with green hair, who flies?
Guy with a tank and a katana?
Guy with glasses giving soliloquy?
Girl with green hair seems jealous of a more 'normal' girl?
Scene with a bunch of people crowded in/on a fighter jet, girl who flies perched on front of jet?

If any/all of those things sound familiar, then the UY movie Beautiful Dreamer is what you are looking for. The animation seems very different from what you would see in the TV series because the movie had much higher production values and the art style had evolved over the years. I can honestly see how people might think it similar to a studio Ghibli film--it was considered a masterpiece of animation for the time it came out.

The Beautiful Dreamer movie is set waaaaay late in the series... after the TV series ended in fact. At that point the character Lum is attending school with her fiancee/husband/victim Ataru and his/their friends.
The number of characters who appear in most of the movie is much smaller than the normal cast because

A dream-demon has pulled them in to a dream of Lum's.
