Well, I'm having some tech problems.

A freind of mine gave me his graphics card, I put it in my pc, my pc started whistling and screeching, so I did what seemed sensible and I bought a new power supply. It seems now that my main fan inside my pc has stopped working, and when I insert the graphics card, my pc still whistles.

Right now, I'm using an on-board graphics card and everything is fine.

Can anyone tell me what the problem is and how to fix it?

Start by checking that the graphics card and motherboard are compatible.
If they are, test the graphics card in an other PC to check that it is working properly.

If the videocard he gave you has a fan it might be this one which is making noise.Does your pc fan turns back on when you remove the card or it's dead ?

My fan is not working at all now. Neither is the fan on the graphics card.

The screeching seems to come from my graphics card. It seems that I need to connect my power supply directly to my GPU with one of these: http://www.shop.bt.com/products/startech-com-lp4-to-6-pin-pci-express-adapt-4JY0.html before it'll work (The card is an 8800.) As to why my main fan is not working, it's a mystery. Later I'll have a poke around to see if it's actually connected to my power supply. I'll use a soft pain-brush to dust it a bit too.

Are you using a laptop, or a desktop PC? And does your computer allow add-on cards or not? When I was looking for a better graphics card for my laptop I was told that because I use a laptop I couldn't change the graphics card without removing and dismantling the entire motherboard. So I decided not to (annoying though since it means I still can't play L4D without a shitload of lag...).

I think I'm sorted. Looks like I'll need a new fan sometime, but my pc seems fine even though my current one is not working.

It's kinda dangerous to risk overheating (and burning important components) for a 10$ fan...

I'll get a fan when I can, but even without the fan my CPU is a cool 30 Celsius according to PC Probe II.

Check for bad caps. They don't have to be oozing electrolyte pus- just a bulge in the top will cause all sorts of problems. Also- the 8800 draws quite a bit of power. Check out the +12V rail amperage requirements. Mid to high 20's I believe. Your power supply's output is listed right on the side of the PSU. If the total is less than 28-30ish for any/all 12V rails that's part of the problem too. The minimum for 8800's is 24 amps and I'm pretty sure if you're rated for 24 amps on the PSU- you wont get 24 amps in actuality. Always have head room.

I have an idea, and hooray, its simple!
Don't know if it'll work though.
Basically, take the graphics card out and, using a dry old paintbrush (one of the large, wall-painting ones) just brush out the fan on the graphics card. Seriously. You'd be surprised.
