If you have Photoshop and SourceSDK yourself, it's remarkably easy to do. Even if anyone wanted to make them, the Escapist tags can only accept GIF, BMP, JMG and PNG image tags, not Valve Texture Files or Material Files (VMTs & VTFs) so the Escapist would not be able to host it.
To make your own particle texture, you can use GCFscape [http://nemesis.thewavelength.net/index.php?p=26] to extract the textures you want from the file 'team fortress 2 materials.gcf' in the directory marked "tf\materials\particles" for the rocket trails and explosions. Use the tutorial here [http://developer.valvesoftware.com/wiki/Creating_a_Material] to edit the texture for those effects to your satisfaction, then save them to the folder "C:\Program Files\Steam\Steamapps\[Your User Name]\Team Fortress 2\tf\materials\particles". Model textures are done in the same way for players and weapons and so on. They're located in tf\materials\Models.
If you want to edit any other particle effects, you'll need to use the Source Development Kit [http://developer.valvesoftware.com/wiki/Particle_System_Overview] to make new ones from scratch.
To edit sound, use some nice freeware audio editors [http://audacity.sourceforge.net/]. Source Engine will accept ANY sound effect, as long as it fits a few simple parameters: It's smaller than [i]50 megabytes (MB)[/i], Cast at 44150-Hz, and 16bit. It takes a bit more editing to get a Looping sound, but that's for different stuff, like turning your Dispenser into a radio.
