Help setting up a minecraft server?

Hello, I am in need of dire assistance. You see, I have about no idea about computers and or programing. I do like minecraft, and my friend and I would love to play together in the same world. So I have to set up a server. You see the problem.
I have spent the past 2 1/2 hours trying to set one up. I have been on the Minecraft wiki, forums, and minecraft.net. No luck so far, and I was wondering if the good people of the Escapist would be able to help.
So, first I go to downloads, and in the Beta Server portion it says "If you're running on windows and just want to set up a server easily, download Minecraft_Server.exe" I double click it. It asks me what I want to open the file with, and gives me the following options: Internet Explorer, Adobe Reader 9.4, Notepad, and several random programs. No tutorial explains what to open it, and no noe seems to have my problem. What do I open it with?

My specs are as followed:
Ping:33ms
Download Speed:13.21 Mbps
Upload Speed:0.83 Mbps
Java 6 (the newest one)
Ram:2048 mb
Vista 2006

Edit: Also, when I try to open it it first asks me if I want to open it, and when I click open it says the publisher could not be verified, then asks me what to open it with.

I hope one of you would kindly help me.

Minecraft is really inefficient, with only 2GB or ram and not even 1MB upload speed your server will mostly likely lag pretty badly.

As for your problem, there is no reason at all you should be getting asked what program you want to open the .exe with, there is something really wrong there.

Urg... even if there's only two players including myself?
No one else is being asked what to open it with, I swear it's this new version of internet explorer...

Do you get this problem with any other .exe (any of your games etc.)

Try right clicking it and just clicking open, maybe for whatever reason your computer is defaulting to "Open With" on executable files.

Sounds like either the file you downloaded has it's extension changed, or your associations are wrong.

Do other .exe files do the same thing?
If they do, read this.

If they dont - Check that the file you are downloading hasn't got a hidden extension.
if you can't see the extension (.exe, or .wav etc) then on windows 7 hold alt in file explorer, tools --> Folder options -> view --> uncheck hide extensions for known file types and then try again.

Well, I play with a friend who hosts a server, his upload speed is no more than 25Kbps, and the lag is not THAT bad, you should be fine.

I don't know, what other things are "exe" that I could try? Right clicking does the same thing when I press open.
