Pretty sure that's the point. The only reasons why Thor wouldn't have the hammer would be if he was dishonored (unlikely, given that was the plot of the first movie), or if he was trying to
not look like Thor, which the change in hair and dress would support. I think he's trying to be incognito someplace, so he ditched the hammer, locks, and armor. Fighting in the Grandmaster's game.
