Actually this was started by Ronald Regan, or as I like to call him "the last likable Republican" who infamously quoted Back to the Future in one of his speeches. Something that republican politicians have been doing ever since in an attempt to seem like him, downplay being douche bags, and endear themselves to the people they want to screw over with pop culture references.
