hey guys need help with prison arcitect

I just got prison articect and for an alpha its not too bad. But so far im on day 3 and the prisoner van just drives past every 24hours. Which is inconvient because ive got a nice holding cell awaiting them. Why does this happen i know its an alpha and possibly a bug but i really need to know how to get prisoners?

Your deliveries and garbage zones have to touch the road for it to stop. Basically they can't be fenced in on the street side.
