Well there is a such thing as simulated happiness and with reason, its not true but it still makes you feel happy none the less when. So yes money can buy you happiness but not the true kind, that's what i believe.

If having lots of friends or being popular or *insert other thing here* makes you happy, then maybe not.

The usual problem is people with lots of money try to get more money, and GETTING more money never usually makes people happy.

Money can certainly buy short-term happiness, which is why so many people use binge-shopping as a cure for the blues. However long-term happiness or "true happiness" if you will, is one of those slippery, elusive little blighters.
