How come many places that sell/rent Anime lump the entire "medium" as a genre?

Because that makes it easier to find.

I'd rather have one section dedicated to anime than to have to go from genre section to genre section in order to find some.

OT: What other system would OP suggest, then? At least I tend to find the very thing I'm looking for when I open up the big box of 'Anime', it's better than just being fed soulless dubs or not having anything of that strange otherworldly Asian stuff around. Would you want to label everything according to their content, which might in part be directly lifted from 4chan? The 'Anime' label is pretty much a 'World Music' or 'Independent' folder equivalent in function, and I'd rather it collected everything inside it than having Ponyo next to Pocahontas.

14 year-old me liked some parts of it, including the main character, really liked the way the rapist stone monster guy died as pretty much a direct result of his sexual assault, didn't really get other parts of it ("dude, how horny can you be to not stop having sex while you're having a freakin' conversation with someone else?" or "wait a second, isn't that Nicotine from Samurai Shodown?"), founds other parts horrifying, appreciated how the immortal big bad was dealt with, and was ultimately not terribly phased, though he was kind of sad about the kunoichi's death.

Also, the part where the group of ninjas throw a such a literal neverending cloud of shuriken they wear away a tree piece by piece. That still makes me laugh to this day.

I just don't see why they don't have an anime section and within that section the anime is separated into different genres like romance, +18, comedy and the such. Or maybe just a stupid safe search option so that parents can turn of 18+ results altogether.
