Still seems, regardless of the commentary and subtext, that it's shocking. Of course, regardless of other intents, the dude who once said "Hitler Was Right" to provoke a reaction almost certainly intended this to be shocking as well.
Shock and commentary are not mutually exclusive. In fact, they often go hand in hand.

Except, of course, it's not just the presence of the word. That's grossly missing the point I just made, sorry. You even yourself allude to context, though you argue that it carries no offense except in one specific instance. Of course, malice is an intent and intent is difficult to gauge, so there's a problem in that statement itself.
But the point is, you obviously understand context, and it's the context more than the word that's shocking.
