If you want to make a gif from a video then you can use a program like Ulead gif animator. Works pretty well, but the biggest pain in the arse is reducing the quality just enough to be useable whilst still remaining watchable.

I'm sorry, but I don't understand a word of that. What is this about? Is it an actual file you want to make, or do you want to change a file type to .gif? If so, simply rename it and change the file extension at the end to .gif. Otherwise, I can't understand you. I usually hate Grammar Nazis, but in this case I feel I have to be one here. If I understood then I could help you, otherwise, I can't.
