I shall take control of the military and rule with an iron fist for a few months while I outlaw private interest groups, lobbyists and political parties. I shall then retire knowing that I have done good for the world.

First thing that should get done is the creation of proper infrastructure; cities (including government buildings, housing etc.), transit facilities (like roads), a power grid, a sewage system running water and the rest. Then there is the implementation of laws as agreed upon by the ruler and experts in all fields of study/knowledge (including sciences, arts, etc.) and a system to ensure those laws are being followed (police/courts etc.). Then we need essential services like firefighters, sewage workers, hospitals, maintenance workers, electrical workers, administration, schools, food producers, internets, etc. Then comes industry, entertainment and the rest of the non-essential jobs. As long as everyone works with the spirit of perfection of self and society and everyone strives towards improving knowledge in all fields then we will have a perfect and well run society, where everyone will always be happy.

Edit: also all of our buildings should be beautiful to create a national pride, and a military force should be maintained for defensive purposes only. We will join the U.N. (if it still exists) if only to teach the rest of the world how to do it right.

So why not just usurp the current governments?

Based on the assumption that plants are still using photosynthesis to produce sugar, water, and oxygen, I'm fairly certain that if plants are utilizing CO2 3 times faster (or, three times as much CO2 in the same amount of time), oxygen would be produced 3 times faster (or, 3 times as much O2 in the same amount of time). That isn't necessarily bad at first, but we would be living in super-volatile living conditions.

Any biology or chemistry nerds want to double check that for me?

The air is 21% Oxygen and 0.038 Carbon Dioxide. Even if all the CO2 in the air was photsynthesised (unlikely) it would make almost no significant impact to oxygen levels.

Also as for "nerd", I prefer the term intellectual badass.

First, I rarely use the word "nerd" to imply a negative connotation. Intellectual badass seems a little egotistical to me.

Your above statement has only occurred because our atmosphere has more or less balanced out. CO2 levels were WAAAAAAAYYY higher over the birth of the planet. Abiogenesis (or "God did it", if that's what you prefer") occurred ~3.5Ga, and the first oxygen producing organisms occurred about a billion years later. Photosynthesis plays a huge role in how much free oxygen is available, because prior to 2.4 Ga, it was virtuall non-existent in our atmosphere.

This is, of course, assuming that we were no long on Earth. It was just a precautionary warning to perhaps curtail out-of-control fires.
