How to host a minecraft server

Hey i know i posted a similar forum yesterday and im sorry if anyone is getting annoyed by me lol.

So, i got myself a minecraft server. It works fine, i connected to it and its all going well.
Anyway, a friend of mine is trying to connect to me but his connection keeps timing out, were not sure whats going on.

To clarify: We both opened port 25565.
We dont live that far away (if that helps at all)
We both use windows.

Does anyone know what might be happening? Ive ran a few searches but nothing useful is coming up.

How can i tell if im hosting a local or an online one? I dont know much about how the internet works lol.
