how to upload a moving avatar

so i got this kewl moving avatar but when i tried to upload it, it said it was too big and that it was about 433kb or whatever im supposed to have 100 but i dont know how to make it smaller...

how do i make it smaller

Either send it to someone like Sleekgiant, or get a program that can do it like GifAnimator.

It needs to be 75x75 or smaller, or it won't be animated.
