How would you change Team Rocket?

We all remember the Team Rocket from our Pokemon games, remember beating them, and feeling awesome for doing so. But now we look back and realize that while we were feeling awesome, Team Rocket just kind of sucked. I offer this topic as a way for us to discuss how we as the escapist would have changed the face of Team Rocket. I'll start.
Firstly, I would have at the very least have all my henchmen use evolved Pokemon, instead of pre-evolutions, and at most, given them a gun, and told them to shoot any unauthorized personnel in the kneecaps.
Secondly, I would have placed in a decent security system to stop any buggering 10 year olds with souped up pets from undermining my organization in 20 minutes.

I'll preface this by stating I have virtually zero interest in pokemon.

First, I'd give the team a motivtion beyond the silly temper-tantrums that appear to drive their actions. If they are the ultimate bad guys I'd like to know how they made it to the top of the heap and moreover, what makes them different from my character in terms of how they interact with the world? Do they cheat to win a match? Do they rely in substantial resources beyond what most trainers have available? What I need is something about their character that helps define them other than the assertion that they're the bad guys.

Beyond that, I can't imagine what you can really DO with them.

give you the ability to join them, as a branch off the main game. Other than that give them a chain of islands. I mean they have the ability to build giant robots every other week, so why would it seem odd for them to have a few islands?
Also maybe give them some decent henchmen, cause their current ones suck.

Yeah, that offer to join team rocket in R/B should have been genuine. Imagine working your way up through the ranks, taking over Kanto and crushing all trainers beneath you. Eventually taking over Giovanni's spot yourself. Nice.

2) Outfit those mercenaries with guns.
3) Steal pokemon from other trainers at gun point

Rather than battle one at a time, why wouldn't you just get all of the henchmen to swarm the player? I mean, it makes sense.

Screw pokemon, give them all guns, and then send them out to just kill things while I sent in a better, more focused team, to secure whatever evil objective I had.
The only pokemon I'd use would be Abra(teleporter), Charizard(It's a mini-godzilla), Gastly(ghost for awesome pants-shitting terror), Machamp(for punching the hell out of things), and possibly Nidoking(armored tank thingy).
But relying on pokemon for all force? No way.

Install security devices in their headquarters. For christ's sake, if a ten year old with a giant yellow mouse can sneak into your building, there is something seriously wrong with your defenses.

Also, there will be no pokemon battles, grunts will be armed with guns, and will be tested for at least minor peripheral vision before being employed.

Team Rocket just need rubber shoes... oh and them being electrocuted whilst not touching the ground?

Bother that noise, use physics!

Not to mention, I think running over Ash and taking his pokemon from his corpse would work as a battle tactic.
