Because people love racist jokes.

This is evidenced by the outrageous success of Dave Chappelle, whom I love dearly for having a multi-racial cast and making fun of everyone. He said that people should be able to laugh and joke openly about race, so we could all just get-the-f*ck-over-it already.
I can see the reasoning behind it but someone will almost always get offended by it. Making fun of a race or disability seems a bit of a low blow in humour though.
Someone, somewhere, will always be offended.

F*ck em.

The people demand laughter and THEY SHALL HAVE IT!

"...Is Wayne Brady gonna hafta choke a *****?"
If they showed a disclaimer that they do not mean to offend anyone that would be a step in the right direction I think.
That would be a step in the anti-laughs direction.

Why do you hate Freedom?
I don't hate freedom. I just feel that if they showed a disclaimer there would be a little less people who would be offended. I am a Liberal so I am all for more freedom I just feel we should have to get our freedom at another persons expense.

They don't have to consider it funny to not be offended, they just have to understand that the person didn't mean anything by it.
The issue here is that it doesn't happen like that.

Well give me a hypothetical situation of what you're talking about and I will explain my views based on your example.

Hypothetical can be twisted any way necessary. Instead, let me recount something.

Individual A has Japanese background. Individuals B and C do not. Individual B decided to tell a xenophobic joke about Hiroshima with A and C present. A did not get offended, knowing C well. B did get offended because while he acknowledged it as a joke, he thought it was in very poor taste and rude.

What was the joke?
