Domination and headquarters etc would probably be the way to go. Just run round capping flags while everyone else does the work.

I like the idea, but I hope it doesn't catch on. An entire game of people shuffling around behind riot shields, all watching one another very carefully in case they make a move, would not an interesting match make.
