I'm stuck in Bioshock because I can't kill the big brother. I use up all my ammo, health, and lightning bolt power and dude won't die. How do I a.) dodge his attacks and b.) kill him with the limited ammo the game provides. (WTF with this games treatment of ammunition!?)

Well, use electric buck in the shotgun, and spam winter blast in between shots. (turn off vita chambers, those are for pussies)
Electric buck + occasional flame bolt + electric gel + frag grenade = dead Big Daddy
If you're on easy, a full tank of electric gel takes care of them alone.

Wait seriously? Try putting the game back on normal and equipping armor piercing rounds in your handgun. Electric based attacks like the shock plasmid and chemical thrower help, but shouldn't really be necessary.
Why is everyone suggesting using electric gel and Winter Blast, things like that, when he says that he has no ammo and no mana- err, eve. Anyway, yea just wrench him to death while you keep respawning at a Vita chamber, guess that's the only option you have left. Or load a save-game.
Anyway, I think you mean the first Big Daddy you come across, I killed that by hacking all the turrets first, then equipping armor piercing ammo and using my lightening plasmid.
PS: The ammo will get better, too good almost, when I was...halfway through the game I guess, all my guns were almost constantly full.
