I need a mathematician!

So I came across this paper (Mainly because the man who published it hands it out to everyone who is on good terms with him) and I cannot for the life of me understand what is being said. That said I need someone who has a chance in hell of getting this to translate it into normal people words, if this is at all possible. If not feel free to leave a post anyway.
