I need help...shining shoes.

Long story short, I am enrolled in a ROTC program, and I need to find the best way to remove the quartermaster from shoes (quartermaster is the protective coating on the shoes, and it looks kinda "rainbowy"). The shoes I have right now just won't polish, and the quartermaster isn't coming off. If someone can tell me the fastest way to remove this stuff (preferably quickly, as I have a lot of shoes to shine) I will be very appreciative.

tl;dr: I need some help getting quartermaster off of my parade shoes.

I remember hearing some side chatter in high school that the solution was to just simply apply more polish and before putting a lighter to it. That or they rubbed it int a little harder with water.

That works whenever you have the quartermaster already off, but thanks anyway.
