It could be your RAM, you may need more of it to run the game smoothly. Or it could be your internet connection, Do you run Cable? FiOs? Broadband?

EDIT: The link just takes you to your own profile (as in, anyone who clicks it). Make a link to YOUR profile.

Shuts down all non-essential applications and processes your computer is running. It works. It might not work miracles but strictly on principle it works. I've used it plenty.

It was in the freaken links description... >_>

Too lazy to click on link? Here's the description in the link.

Game Booster is an easy-to-use program that shuts down unnecessary system processes in order to improve the performance of resource-thirsty games. With an intuitive interface that makes it easy to switch between gaming mode and normal mode, Game Booster is a simple but powerful program.

Game Booster's interface is basic, with a list of 24 noncritical processes that can be shut down during gaming. Check boxes allow users to select specific processes. It is true that you have to take a leap of faith with some of these; if you're not extremely computer savvy, you may have no idea what it is that you're shutting down. We can say that our system suffered no ill effects from temporarily disabling all of the listed processes, and the program quickly started them again when we switched back to normal mode. We do wish that the program came with a Help file that went into detail about this issue, though. In addition to disabling unnecessary system processes, Game Booster offers a game defragmenter that specifically defragments the game directories, allowing a given game to start and run more quickly. Overall, we found Game Booster to be both easy to use and effective. We noticed a significant difference in game performance when using gaming mode, and we think this is a great choice for users who need to optimize their systems for gameplay.

Game Booster is free. It installs and uninstalls without issues. We recommend this program to all users.

Happy?

It could still be your graphics card. I meet all requirements for games like Left 4 Dead 2 and I still have some graphics issues. I usually set the settings on to low for that reason. A friend of mine has issues with his as well. He just bought a new graphics card, better than yours (like over 9000 something) and complains about having WORSE issues. Says it is likely because his card needs more power and might be overheating. That may very well be your problem too.

Now children..

Whats your specs? I was running an Nvidia 8600 with a dual core and 2 gigs of ram. CPU might also be an issue. Specs are important for such matters.

The low FPS are almost certainly the fault of the 8400GS. It's not really a gaming card, and is significantly slower than the 6600GT called for in the MW2 system requirements.

Edit: looking at your Xfire profile, your CPU is a little below spec as well. It's doubtful that the ~100mHz difference between your CPU and the required P4 would move framerates into unplayable territory, but it will limit the improvement you'd see from a faster video card.

Head to Newegg and get yourself an extra gig or two of RAM and a nVidia 8800 or 9800 card on the cheap.

8400 is too low these days. It's most likely your graphics card. I'd reccomend at least a 250 GTS. I can run mass effect 2 and most games on absolutely maximum graphics. Dragone Age runs with max AA. For MW2 I'd say you need a new graphics card. If you can't run Crysis on at least the high setting, I'd recommend upgrading your card.
