IBM has made a microchip that has a an electrical analogue to synapses like in animal brains, these synapses allow the chip to learn like a human.
Interestingly another team has recently unveiled a robot that also learns, from a sodtware perspective

So, judging by IBMs usual delay on what they announce to what they actually have, they've secretly built a fully functioning artificial intelligence on par with a low grade human brain, and are currently studying it's compulsion to watch Jeremy Kyle.

Which ultimately means that HAL 9000 had been operational for years, since as we all know, HAL was designed to be ahead of IBM.

No, they did that a few years ago. These days, they're trying to keep skynet in line.
