I actually loved exploring Panau and finding settlements, but it sucked not having anything to do in them once you did find them, besides collecting parts and armor and of course, destroy them. I'd like more minigames and ways to make money outside of just destroying anything. I'd like to bet on dominoes, or poker, or cockfights, whatever. Deal drugs, arms, do courier runs, that sorta thing. More detail to make the country feel more alive.
Yes. This would make the world a heck of a lot more compelling. I finished the story and all the missions, and there's only so much of the relatively limited destruction I can take before it all gets repetitive.
I loved JC2, it was amazing. Not much could make it better. Multiplayer would be awesome, especially the idea of aerial dogfights. More destructibility (not just of Panauan military equipment) would be nice, but there'd have to be limits. As fun (and in bad taste) as it would be to fly a plane into a skyscraper, it would be in bad taste, and you could only do it once. Maybe some sort of "rebuilding" mechanic where the Panauan government would rebuild buildings if you left an area for a time. Of course, they'd have to rebuild military bases as well--unless, maybe, a faction had taken over that area of the map! THAT would be a great territory-building mechanic and would be a great incentive to 100% every military installation you could find.
Other than that, all I can think of are small issues. There need to be more car chases. The police never seemed to eager to chase you if your Heat was low, and if it was high, they'd just send in the helicopters. There need to be more scenes like the very beginning of the game, where you stand on top of a car and shoot at the tires of the police cars following you. And then the police cars flip and explode. There need to be more ways to shoot from a speeding car, maybe with online co-op or competent AI drivers.
Combat needs tweaking; it's sometimes way too easy to get your Heat up and have two or three choppers on your ass, which is certain death especially if you're low on ammo. It should be slightly harder to be overwhelmed by enemies, maybe with some more devastating and game-changing explosives.
And last but DEFINITELY not least, the Black Market. Great and convenient, but a bit expensive. I'm always reluctant to order a car or weapon because accruing money is difficult. Race challenges only give you $20,000 and the best gear is $100,000, and I'm always worried about wrecking my brand-new helicopter, or seeing it dropped in such a way as to be unusable.
