I think the main character shouldn't have health. He should be immortal. And he should have infinity amount of grappling hooks. And he could create vortexes and control gravity and the flow of time. Ahh, hell, just make him God or whoever. It would be fun.
As long as the won't decide that the game needs more realism. It does not.

If I'm going to be jumping from plane to plane, I'm not exactly looking for an engaging and serious story.

I don't know if they should go completely off the wall like Saints Row 2 but they definitely shouldn't make it serious.

A couple of things I would like to see taken from SR2 is the ability to play through the campaign in co op and a wider variety of activities and side things to do.

I also think JC2 needed a better reward system. I liked how we could unlock different air drops but I would've also liked a few HQs where certain vehicles & guns respawned... maybe depending on how much you've "freed" that continent. They kind of had that but the locations didn't upgrade.

How about faster vehicles and maybe a map editor where you can make your own challenges. Also a move where you steal someones car by kicking them through the window. Now how about that?

How about having all the destruction actually accomplish something.In JC2 I destroyed tons of military bases,radar facilities,communications facilities etc. yet it didn't seem to affect the Panaun military in the slightest

Heh, what I'd truly love is more arbitrary non-action movie details.

I actually loved exploring Panau and finding settlements, but it sucked not having anything to do in them once you did find them, besides collecting parts and armor and of course, destroy them. I'd like more minigames and ways to make money outside of just destroying anything. I'd like to bet on dominoes, or poker, or cockfights, whatever. Deal drugs, arms, do courier runs, that sorta thing. More detail to make the country feel more alive.

I actually loved exploring Panau and finding settlements, but it sucked not having anything to do in them once you did find them, besides collecting parts and armor and of course, destroy them. I'd like more minigames and ways to make money outside of just destroying anything. I'd like to bet on dominoes, or poker, or cockfights, whatever. Deal drugs, arms, do courier runs, that sorta thing. More detail to make the country feel more alive.

Yes. This would make the world a heck of a lot more compelling. I finished the story and all the missions, and there's only so much of the relatively limited destruction I can take before it all gets repetitive.

I loved JC2, it was amazing. Not much could make it better. Multiplayer would be awesome, especially the idea of aerial dogfights. More destructibility (not just of Panauan military equipment) would be nice, but there'd have to be limits. As fun (and in bad taste) as it would be to fly a plane into a skyscraper, it would be in bad taste, and you could only do it once. Maybe some sort of "rebuilding" mechanic where the Panauan government would rebuild buildings if you left an area for a time. Of course, they'd have to rebuild military bases as well--unless, maybe, a faction had taken over that area of the map! THAT would be a great territory-building mechanic and would be a great incentive to 100% every military installation you could find.

Other than that, all I can think of are small issues. There need to be more car chases. The police never seemed to eager to chase you if your Heat was low, and if it was high, they'd just send in the helicopters. There need to be more scenes like the very beginning of the game, where you stand on top of a car and shoot at the tires of the police cars following you. And then the police cars flip and explode. There need to be more ways to shoot from a speeding car, maybe with online co-op or competent AI drivers.

Combat needs tweaking; it's sometimes way too easy to get your Heat up and have two or three choppers on your ass, which is certain death especially if you're low on ammo. It should be slightly harder to be overwhelmed by enemies, maybe with some more devastating and game-changing explosives.

And last but DEFINITELY not least, the Black Market. Great and convenient, but a bit expensive. I'm always reluctant to order a car or weapon because accruing money is difficult. Race challenges only give you $20,000 and the best gear is $100,000, and I'm always worried about wrecking my brand-new helicopter, or seeing it dropped in such a way as to be unusable.

There was a deserty area in the 2nd one. Which is where I spent the bulk of my time. It's more fun to tear around in a car when you're not surrounded by an impenetrable wall of trees.

This. It would say their morale or communications went down and they sure still seemed able to summon a fleet of helicopters out of the ether for me blowing up one teensy little watertower.

It'd also like it if the military doesn't ya know, visually SEE you do something than they don't automatically appear en masse with rocket launchers and death squads.
This was particularly stupid when I would cover things with C4 move like a half-mile away and they STILL found me.

Yes! That mission was nearly my favourite one in the game, and it was within 20 minutes of starting a new file. When you do manage to get into a car chase, it really feels awesome.

I wish they would take those ideas and put them into aerial combat. As unrealistic as it would be, I would love a scenario where you are dogfighting groups of jets, grapelling from plane to plane like you would with cars on the ground.
At the moment, I'm not even sure why the Panau military even bothers putting fuel in their jets, they never seem to use them against you...

The mission structure and actual mission content would need to be overhauled. The absolute biggest thing that needs to change though is to add the ability to buy multiple items in the shop instead of buying things one-at-a-time.

Other things? How about fully destructible buildings, better fire, RPG elements (in the form of permanent upgrades to weapons, vehicles and the grapple hook...more than just stats too I mean visual upgrades). The ability to change you clothes...

Make the sky box bigger, and build something like a space station all the way up.

Better yet, make buildings destructable, make the landscape moldable, make space stations and give us a bigger timed explosive.

That way you could board a space station, rig it, jump off it, let stuff explode and descend with the flaming wreckage of the station behind you. Then, as you're falling you rig yourself to several pieces of flaming debris and you surfboard you way down, while the station destroys one of the enemy bases.

+Infinite chaos.

Ability to buy multiple items in the shop.

Make items cheaper and/or have them be accessible in some sort of inventory so we only have to buy them once.

Fully regeneratable health, having to quest halfway across an island for a medpack was a *****.

More plentiful ammo for the exotic weapons, I always wound up having to fall back on the pistol/submachine gun/assault rifle combo. Boring.

A proper soundtrack. Self-explanatory, some bitchin' 80's/90's rock would be perfect.

Less filler missions, they got tiring. I only really cared for the over-the-top action movie type missions and set pieces.

Character customization? It might be nice to choose what type of armor etc. Rico is wearing.

Faster swimming, use of the grappling hook underwater and oxygen tanks, it might be nice and could open up new mission venues.

A volcano. Seriously, how has one not come up in the series already?

More easter eggs, and not just stuff that you see in the course of missions, I mean more stuff like the bubblegun; stuff that you actually have to look for. Personally I'd like to find Cthulhu in the middle of the ocean, or Bigfoot in the jungle. And aliens. And secret caves.

Wildlife, it'd help make the game world seem more alive. Monkeys, bears, lions, sharks, crocodiles, etc.

More people and better city environments.

Some new environments, like maybe proper swamplands and African savannas.

A least some environment destructibility.

Multiplayer and co-op. I can't believe that JC2 didn't have it.

Im just gonna say the most fundamental thing here and say they need to populate the world more, the jungle felt so boring cause there were no animals in it and the city needed WAYYY more people than it did.

Also magic of some kind, destructo scenery, online multiplayer, duel grappling hooks (for climbing faster and swinging like spider man), wing suits, customisable characters, better aim assist (not that spray and pray nonsense) and way more mission variatey.

Do this and you've got the perfect game! =D

-Wider variety of weapons (but perhaps scattered around and harder to find)
-Customizable vehicles (preferably for an added cost rather than requiring vehicle parts.)
-More and more varied missions, and the ability to re-do them.
-More cities, and more varied ones (perhaps one big-ass city with a dense downtown and suburbs, and one smaller one like Panau city)
-Trains and ocean vessels (bigger ships and such.) Maybe freight trucks and such
-Better enemy action. I.e. proper response to stealthy actions, and better chasing ability, but DON'T make them stronger/harder. Just make things more interesting.
-MULTIPLAYER!!

If they put the Black Market back in, make the prices reasonable. Seriously, $25,000 just for some pistol ammo? Fuck you.

Better voice acting. Every single time I heard Bolo Santosi talk, I wanted to shove a fucking knife into my ear drums.

Make up your minds about the fucking impact on water water. I almost die by jumping off of a low cliff into the ocean, but I can jump out of a plane at 30,000+ feet, reach terminal velocity, hit the water headfirst and swim on without a single scratch? Bullshit.

CHEAT MODE! This really pissed me off. A game like Just Cause 2 without cheats is a missed opportunity.

Being able to clothsline cyclist and vehicles with the grappling hook. Dual-hooking the walls on the bridge expecting the wire to clothsline someone speeding on a motorcycle only for them to phase through it like it didn't exist was aggravating.

BETTER JET CONTROLS! Oh god this is one of my biggest complaints. Using the left stick for all movement was just TERRIBLE! Lining up targets for attack was an absolute nightmare and resulted in me crashing WAY too many times. I want to smack the person who thought that was a good idea.

A large variation in vehicles, especially jets.

CO-OP! This was SUCH a missed opportunity. They could have sold WAY more copies if they had included it.

I want to see the return of grappling a car and sailing through the air with the parachute. That was nice in Just Cause 1. I didn't have to worry about my speed. I could just sit back, relax and enjoy the scenery.

Let us CHOOSE whether we want to go into a free fall or not. So many times I would jump off of a building, fail to grapple the next one and end up grinding my face against its wall because Rico just HAS to go into free fall mode.

More guns. Just Cause can't have enough weapons of destruction, damn it!

More creative missions. If they had made missions more like Fry Me to the Moon and the island with the old Japanese who still think World War II is still going on, the game would have been even more awesome. Riding the side of a large rocket while it's blasting off? Pure awesome.

Soldiers that DON'T HAVE BULLSHIT ACCURACY WITH ROCKET LAUNCHERS! When the AI can hit you dead on with an RPG while you're zooming around with a grappling hook, something's wrong.
