You might ask why, but it's a matter like this... Alot of video game characters kinda' require that you be a good guy, because you're the main character and the hero. So, in a situation where you yourself are plunked into things and not the hero of the story, consider what would happen if you are not so good.
Ada is pretty much an amoral covert agent. She ends up in Racoon City's zombie mish-mash and is forced to work alongside...what? A cop. Great... If, instead, there was an evil bastard with a crowbar around, things could be fun, AND she wouldn't have to put on an act.
"Huh? You were sent in here to get a mutagenic virus that was responsible for this shit? They're gonna blow this place up and you're selling the sample to the highest bidder? Ah, well I guess that's 'problem solved'. Cut me in and let's go kill some deadlies."
