City wide war simulation. Not just paintball, but more like the training rounds used in Halo: Contact harvest. They numb you, make your clothing more rigid and leave a big, red splat.

Celebrity deathmatch. Again, city wide. Just dump a collection of B listers in an abandoned city with a map detailing all weapon dumps, etc, and tell them to set to. Allow 3 winners maximum with the total prize money to be halved for every survivor above 1, then split the money equally.
