If you could mod any game...

(Obviously this is aimed at games that cannot already be modded) Which game would you mod? What would the mod be?

Lets not think of lame cheating mods for multiplayer, I mean what would you do to a game to improve it's single player elements.

With every game with equipment:
I'd mod the game to allow a cosmetic set of equipment that would show up over the armor one's wearing.

I'm sorry, but I'd rather run around in a dragonscale curiass over a daedric one; it goes better with my current outfit!

Saint's Row 2, (console versions) I would have hair and clothes move realistically. I find my character almost always seems like he's made of plastic for the stiffness of my long hair, Jesus beard, and what should be flowy robes. As such, I recently painted his face green and put together an all-green soldier outfit to look like one of those plastic army men. It's just not the same without green guns, though. [sub]Maybe the next mod would be colorful weapons...[/sub]
That's about it. Maybe remove some of the pricks with rocket launchers, but they might not stand a chance without explosives.
