Is this "inspired" by this thread [http://www.escapistmagazine.com/forums/read/18.157490].

I would let them live, not my choice to make if they live or die.
They can obviously take there own life if they wanted, which they will when they feel they need to at 24.

Kill them at birth? Do you mean like kill the baby? Or an abortion?

How about "make sure their life DOESN'T suck".

Ah, I was wondering when it'd be my turn to get ninja'd. Still, though, the distinct lack of 'make them happy' and the only option is 'kill them as a baby' makes me want to scream 'bullshit!' so loud that it could be heard in the upper atmosphere.

This. Why does their life have to be crap. Did [insert deity here] randomly figure to make a baby's life hell until it feels like dying? Screw you, deity!

If you know they're going to contemplate suicide, you can prevent it. The biggest obstacle in preventing suicide is lack of warning signs, or not noticing them when they appear. If you KNOW that suicide is being considered as an option, there is nothing to stop you from acting to prevent it.
