I think the problem is not so much the violence itself, but rather how the violence is used. To often, and this applies to both movies and games, violence is thrown in just for the sake of violence as opposed to violence with a purpose, perhaps to send a message or to impact the audience in some way.
I think the violence in games is used as kind of a bridge between plot points. It's something for you to do, imagine playing FFVII with no combat ... it would just be lots of running with talking.

Same goes for games like god of war, while it fits that he committing genocide, imagine the whole game with no violence ... it would be fucking weird! FPS games would be the worst offenders, unless you are playing a paintball game or something like the pit from MW2.

In movies I think it is used 'cos it's the easiest way to create an exciting scene, put a few dudes fighting or shooting each other and you instantly have excitement. All action films like the bourne series and mission impossible series would be very boring ... the only exciting bit would be the obligatory car chase.

Everything I was going to suggest has already been mentioned, except for one game: Fate of the World. It's a completely non-violent turn based strategy game where the goal is to slow down and/or reverse global warming, doing things like raising the standard of living in third world countries and inventing renewable resources along the way. I've heard of European boardgames with a similar lack of violence, but it's the only turn based game of the sort I've ever heard of on the PC.

Edit: Aw crap, I posted in a necro'd thread. It explains why Lilith was the OP, when as far as I know, she's left this place for good.
