If a gun is on a wall, it must go off at some point. Basically everything in fiction must have a reason for existence. A Chekhov's Gun is an element that never realises its potential or is unutilised.
A Chekovs gun follows the principle that a gun mounted on the wall should be used in some dramatic way. If it is used to kill someone, it's a Chekovs gun. If it in in a sitcom, and creates a major plot point because ten kids were playing in the same room unsupervised for hours, it can still be a Chekovs gun even if it isn't actually fired. But if it just hangs on the wall and is ignored entirely it is not a Chekovs gun, it is a red herring.

Damn it, don't be that person. There was a plot, it was an easy to follow plot and it made sense and just because you didn't like it doesn't mean that the plot was non-existent...but yeah Legion needed more than just the last 3 missions.
Well, the plot is "stop the Collectors", and they stop the Collectors. Nothing much else that has anything to do with the overarching plot of stopping the Reapers gets touched upon at all. Mass Effect 2 was all about the characters. And it was mostly great in that regard, but the plot got totally shafted in the process.

I had a suspicion this was the case, seeing as the teaser for ME2 had Legion wearing N7 armour, implying he was some important plot related character.

Johnny Gat (Saints Row series)
He gets shot in the leg in the first game
He gets stabbed in the chest in the second game
He gets dead in the third game

Best character in the series, gets taken out of the game too often!

So yeah, I'm saying Boba Fett is a badass but you wouldn't know that from watching the movies, or from a whole lot of other places for that matter.
He actually doesn't do anything to deserve being called a badass other than wear cool armor and have a jetpack. It's because fans liked him aesthetically that a bunch of lore was created afterwards to say "Yeah, he actually is a badass despite getting accidentally knocked into the sarlacc by a bumbling blind man."

Yeah the game did focus a lot of it's writing on the characters, but that doesn't mean it had nothing to do with the overarching plot. The Collectors kill Shepard and start ransacking human colonies. Shepard comes back and wants to save the humans being captured. We learn that the Collectors are working for the Reapers (you know, those guys from the first game). We learn the Collectors use to be Protheans. At the end of the game we learn how Reapers are made, thus getting a better understanding of the enemy.

There were also plot hints in Tali's recruitment about the dark energy but that went nowhere...
Same with why Humans were of interest...

But yes, there was a plot in ME2 that unfortunately for you it seems was overshadowed by the heavy focus on character development (there was some, not lots) and missions mainly being recruitment/trust focused.
