Anyway. You take the older half of the population of Africa and kill them all, using them for biomass fuel. The younger half grows up and repopulates until it's back to the same population. Then, you kill the older half again, using them for fuel and repeat. Endless supply of fuel. Who cares about human rights?

Most of the world is covered in water but so few people live there, so you don't have to worry about annoying neighbors. Sharks and krakens most likely can be down right civil once you get a chance to know them or stay out of their way altogether.
Then there's all of the fish and seaweed that you can eat all around you (if those pesky surfacers don't harvest them all first!)! Best of all, you get to hang out with Prince Namor, Aqua Man, Spongebob Squarepants and mermaids!
Leave the heat and buzzing insects to the rough necks who you wouldn't ever have to see again and vice-versa.
