Well, I named my Shepherd, Renee, so I like to think they were her initials just written in the official format. As in Surname First, Given name second.
In all honesty I have no damn idea.

Could be a nod to the SR-71 Blackbird maybe? SR-71 was an early stealth aircraft.

I'm thinking it has to do with the Stealth system. It's mentioned that the Normandy was the first ship of that type so hence the SR-1 with S standing for stealth. The new Normandy is the second of its kind so SR-2. I have no clue what the R is: Reconaissance?

I think it might be the ships "Pennant Number".
From what I gather, it's a British/Commonwealth/European thing where a letter or two designates the class of ship (e.g. "D" for Destroyer) and the number is the ship's unique indentification.

Or like the US's much more complicated and intricate "Hull Identification Code"...

Thank you Wikipidia...:p
