This is an idea I had while working on another post.
An Inception video game would probably be all kinds of awesome. You'd get to design the dream levels using trick architecture like in the movie, then go in for some big shooty action to see if it pans out. The more complex your world is, the harder it'll be to get through, but it would also be more believable to the target's subconscious. This means you'd have to strike a balance between the efficiency of your route to the target and the enemy's suspicion level.
Ideally, the action segments would adjust style based on the level of dream and the level of mental training the target has gone through. The untrained mind's subconscious would be nothing but a mob rushing you so you can dispatch them all Painkiller-style: by running at 50 miles an hour through the crowd spraying shots everywhere. Then, as the targets get more training, they start using tactics like the HECU soldiers in Half-Life so you have to start using your brain not only to fight but to figure out how to give your approach the most cover without letting them have it as well. Then they become equipped with modern realistic shooter guns and drones, meaning you have to take care to make an approach that couldn't be blocked off by tanks or shot at by helicopters. I've also considered the possibility that the final levels will be guarded by Terminators with giant lasers, but I think the shift in tone might be a bit jarring.
The storyline should be unrelated to the movies or take place after the movies, after Cobb proves that Inception is possible. Make the characters freelancers who take extraction and inception jobs to get money, although the main character should have a driving motivation that is resolved in some way during the game. For example, his father or someone like that could be brain-dead after a rival group of mercs did a job on him that went horribly wrong. Let's say they overdosed him on the sedatives or something like that. The main character's motivation will be to raise enough money to get him cured, or something like that. Also, if the characters are motivated by money, said money could be used in gameplay to buy better dream setup equipment, enabling you to build more complex worlds and extend the target's suspicion threshold.
