Insecurity or Logical deduction?

say for example your girlfriend doesnt pick up the phone for a couple of hours and say when your driving home you see her walking down the street with a dude.
Is it wrong to assume shes cheating on you? though true he could just be a friend?
there are far more complex cases which still end up the same way, she finds you insecure.
What crosses the line between insecurity and logical deduction?
Which cases fall under which category?

You lack further data to make an assumption. More information is required about the nature of said girlfriend, personality, empathy index, etc.
The probabilties are there for either possibility, but to determine which is the most likely we need more data.
Is she prone to cheating? Does she have a reason to cheat? Are you sure it was the same person you saw?
Perhaps you should contact a mutual friend and see if you can obtain the identity of this fellow.

Or just ask her. Either she is cheating on you in which case you need to confront it, or she's not in which case going behind her back is a terrible way to show that you trust her and will only seek to fray the bonds of your relationship.

well im sorry, i drew a mental blank while writing this.

But this isnt my case, i havent had a girlfriend for a couple of months now. i was just thinking bout it.
