Okay, here's an interesting thought exercise.

1)Do you believe fraud is harm?
2)Do you believe it should be punishable by law?

If you answered yes to both, here's two examples of fraud:

Example 1: Man offers to sell a car to a woman for $1,000 but takes the money and runs.

Example 2: Man tells woman that he'll marry her if she sleeps with him, but after they have sex, he leaves her and is never seen again.

Which ones should be punishable by law? If you only chose one, why one and not the other?

example 1 would be much easier to prove/dissprove and money is a clearly definable good, where as you can't force someone into marriage over sex

But, whatever. My point of interest: If windows were made of a thick gel-like substance with a thin outer layer of plastic, wouldn't they stop bullets better?

It would be produce-able but way more expensive

Also the base of the window would eventually get thicker than the top. In fact, really old windows had this problem, cuz glass is just really really viscous, and not solid.

I'm sure they'd overcome that somehow - And I thought I read somewhere that glass wasn't all that viscous and there was some other reason they ended up thicker lower down.....hmm
