The actual Whiplash villain is a complete toolbag that's never managed to do anything successful. Each one of his fights ends with him getting his ass beat and then finally killed. I highly doubt a sack of shit like the actual Whiplash would be the big villain in a new Iron Man movie.
The only other two explanations is that they either they combined the two into one character to allow Vanko to start out as Whiplash and then transition to being the Crimson Dynamo or they just completely fucked over established Iron Man lore and are just making shit up.
I don't care for switching actors for major roles either, but since it looks like they had to do it, at least they came up with someone who's got the chops. It certainly isn't ideal, but it can work if handled properly... This is where the problem lies. I don't think Don Cheadle suits what they're trying to do here. Changing actors between films is never a good idea, and I really think they could have found a more militaristic black actor to be Jim Rhodes than Don Cheadle. Terrence Howard's good for instance.

Anyway, the idea was, if I recall, to mix elements of both Whiplash and the Crimson Dynamo together for the film. Possibly because the Cold War has been over for almost 2 decades now, but I don't exactly remember the specifics. Also you do realize that this film continuity is borrowing from multiple sources on Iron Man, including the Ultimate version given that Samuel L. Jackson is Nick Fury, so some "established lore" is going to get "fucked", yes. And if you're complaining about that now I'd hate to have seen your reaction to them doing the Iron Monger arc before the arcs involving Justin Hammer that they're doing in the second film. I mean talk about "fucking over established lore" (sarcasm obvious). If you're that worried about established lore, I suggest not going to watch this movie...or any other comic book movie for that matter because none of them have done a 1:1 perfect comic translation, not even the great ones.
Really now this isn't anything new, not even the TV series followed the comics to the letter.
And yes, there is a version of the Crimson Dynamo in the video game but that's not the film and doesn't count...especially if the game sucks like the first tie-in did.
