I can't speak for the PC, but I recently had the urge to play through the ME3 campaign a couple times as a couple classes and that inevitably meant I'd be playing some multiplayer as well...this being on the 360. Can't say I've had much trouble at all finding games.
And yeah, I can confirm that they seem to have re-worked the character unlocking in multiplayer. With a rare exception every now and then, every Reserves Pack that I pick up unlocks at least one new character, sometimes two. I just hope they've done the same thing with the weapons...I STILL don't have a Black-frickin'-Widow. xP
I'm focusing on unlocking all of the characters first though, I'm done with the Soldiers and just have 2 or 3 in all the other classes left to unlock. Then I'll move on and start focusing on buying the weapons packs.
It kinda sucks though...I got the Geth Trooper who is, at least as far as I can tell, the most overpowered unit in the game. That flamethrower of his just melts everyone's face off...every time I use him I'm at the top of the scoreboard by a very wide margin by the end of the match (not that it matters since every gets the same cash/experience at the end of every round, but it does go to show how ridiculously OPed he is). Now I'm spoiled...I used to be good with the other classes, the Infiltrators in particular...now I find that I can't do anything unless I'm using the Geth Trooper. I certainly can't snipe worth a damn anymore and every other character I try to play just ends up getting killed a lot.
