Over the past months my computer has had multiple blue screens and was an over all terrible pile of plastic. However, yesterday it failed to the point where I try to turn it on and all I get is the black screen with the blinking white underscore in the top left corner.

I have a 2003 Windows XP Professional laptop.

If I click ctrl+alt+del, then I get the Lenovo (my computer maker) loading screen and bar but afterwards it goes back to the black screen mentioned before. I am not able to start it in safe mode via F8, but I can access the setup options with F1/F12.

Is there anything I can do to bring my computer back to life?

Well there's your problem, Lenovo.

This is the non-export quality version of HP, produced in China for the Chinese.

I currently live in China and can say without hesitation that anything produced in China that isn't for export will be made to lesser standards than what exports have to adhere to.

Essentially, you're running a piece of junk made under the 'if it barely works then it's all good' business model.

I suggest simply buying another computer that is made to western standards, China is not your friend for tech if it's built for the Chinese. I'm in a similar boat, just not as far along, quite frankly as soon as I get home I'm re-rolling on my computer.

If it's not dead, put it out of its misery.

I've had similar problems with a friends laptop however it took a very long time to load, it might be the same for you.

It won't POST. Your laptop is no more. It is an ex-computer.

When a comp. won't POST anymore, it's a problem generally stemming from RAM errors or BIOS damage, and in your case it sounds more like the latter.

@Cranyx, Before everyone jumps the gun of "Bin or Paperweight", how old is your Lenovo first? if its older then 3 years then yeah, paperweight. If not, then I'd look at getting it replaced if its still under warranty.
