They're both violations of a person. I'd say that rape is a bigger threat to most people than other forms of torture. For the united states, the rate is around 1 in 6 women and 1 in 33 men. In terms of big picture harm, I'd say rape has hurt more people than torture.
But then again, having someone peel my fingernails off with rusty pliers is also beyond the scope of my imagination. I'm going to say I'd put both on my list of things I wouldn't want anyone to experience, and would require lots of therapy if I ever went through.
