Is this a functional villain?

Me and some friends are going to be continuing our DnD campaign but unfortunatly, the last villain
was sucked into the vacuum of space. His dealio was that he was an explorer, and decided to hop over to the Far Realm. Unfortunatly, this would awaken multiple Cthulus (though they're called harvesters here). It was the PC's quest to stop him, and they didn't although Whoilk was lost and is presumed dead. I was rather fond of Whoilk, and have been trying to make a good replacement that will also fit into the story.

What I came up with was

His dealio is that he's the harvester's first wave, something to remind the characters that they're fucked unless they can stop the harvesters. My question to you my fellows, is whether the Angel seems to be a functional villain type person.

Depends on how you spin the word angel. Is he an angel like as we imagine? The white winged holy beings to come to us? Well, that's hard to be an angel and a bad guy. Is he a fallen angel? Like Lucifer? Well wouldn't having the party fight TEH DEVILS! be a little tough? Could you somehow have this Angel transcend the boundaries of time and space and bring back the good doctor? Now with some sort of gimmick? A awaking to the world beyond. Perhaps touched and blessed by those far beyond our imagination and come back stronger, faster, more powerful.

Even than, if you go against that, what is the angel of the void's 'deal'? If the great old ones were going to come through a portal, shouldn't they bring in the big guns? Not just one guy? Besides, if he is mearly meant to taunt, what would be done to slay him? YAAAAY I killed a bad guy, still got the portal. See? He's a good reason to say...I dunno has a certain charm around his neck that can close the portal. See now you're cooking with fire. Don't say "this is a bad guy, kill him" say: "You need to kill him because...." And inspire the players to find the best way to slay their foe.

He's Angel only in name really. I'm not DMming this session, one of the players who died is - I'm only helping design it. In our origonal designs, Angels would not be servants of good but rather of the nightmarish things beyond. We didn't like how Angels looked though, so I did a re-draw. So yeah, not really an 'Angel', just an angel.

There are plans for Dr. Whoilk's return, but for a future session DMmed by a different player. And he will definetly be capable of using more than his pistols when he returns.

The Angel would be good if you gave him an appropriate purpose other then being a villain. Like what are his motivations towards your party? Towards the harvesters and what they want? I think he needs a bit of info, otherwise we are going off of very little here. :x
The angel is a guide for the harvesters. The only way the harvesters can find Australia is through a psycic-link through a crystal that total-perspective-vortexes the shit out of anyone who touches it. The Angel is not necessarily out against the characters (at first), but when the characters set out to remove or hide the crystal, they'll make an enemy of the Angel. The crystal is that thing Dr. Whoilk is holding (he can do so because it's a robot arm).

yeah sorry dude...I mean if I was given like all the info maybe I could be a bit more help, but I can't say much with just the info you gave us

I really like it! Just give him a soft voice, and he could be the very picture of intimidation.
