After playing many different games, watching many different videos, and listening to lots of different music, what always bugged me was that suddenly the noise will get extremely loud and hurt my ears, especially with headphones.

So about my question, is it possible for a device or program to prevent the sound coming through exceeding a certain decibel level? I guess I could just keep my volume low and move it up higher but this often happens within the same video or song.

Yes.

Its called Automatic sound leveling, or something like that (Depending on software). Most TVs have it now as well.

First thing that came to mind is to put a zener diode in parallell with your speaker output to clip any voltages above whatever level you set. But I'm sure there's easier ways.

As suggested above, see if you have a volume limiter or, better yet, a volume normalizer setting on whatever device(s) you're using. A normalizer will raise or lower volume to a baseline level so that you don't have to fiddle with the volume yourself or risk getting your ears blown out.

I recently managed to activate something like that and i sure wish i had not, i do not seem to be able to shut it off... at least i found the eaquilizer, all at 100% now, system 66%, youtube at two lines mostly
