Grand Theft Auto was great that way in the random playing mode, but the missions were kinda the same as usual games (you mess it up, you have to start the mission over), which was the most aggrevating part for me. You don't have to reload when you fail a mission, but you still suffer the aggrevation or constantly redoing it to unlock certain features and areas.
But the missions weren't the whole game, but necessary if you wanted to gain certain things or change the story parts (like being allowed in the other cities without attracting police, or initiating gang wars).
