This. Also, his tattoos make an apperance in Bioshock 2, on one of the wall paintings of Father Wales' chapel, along with Steinman and the aeroplane.

It could be that they're just tattoo's. Maybe he got them done when he was younger. He did have a life before Rapture.

From what I read on the Bioshock wiki, it may be to represent the great chain that Ryan always mentions.
However, him being a slave seriously is the most obvious reason

I think it symbolizes the Great Chain. Although as has been previously stated his being a slave is an obvious idea.

everytime Jack does something that you can't control, or HAVE to do, he either hears the phrase or looks at his tattoo.

For instance, when you first get your electovolt plasmid, jack's first instinct is to jam a gigantic needle into his arm just for the hell of it.. except that he holds it up, looks at both of his arms, and THEN jams the gigantic needle into his arm.

Also, you can see his tattoos shortly before the plane goes down, so jack was probably responsible for that too

maybe. There's no real mention of them or what they do in the game so it's all speculation.
Thats actually pretty awesome as an explanation. I pick this now.

I actually saw that tattoo in Bioshock 2 as well. I think it was on a random splicer but I can't remember for sure.

There's a Jack in Bioshock? Never Played it myself...

I thought you meant Jack from Lost, and I dunno what his tatoos mean either.
Seems like I wasn't the only mislead person

On Jack's wrists are tattoos of chain links. This could be a reference to him being part of Andrew Ryan's "Great Chain" and/or that it is symbolism of Jack's enslavement. The tattoos could also be explained as a reference to Dagny Taggart's chain link bracelet in Ayn Rand's novel, Atlas Shrugged[8]. (Note: the chain links on the right wrist are visible during the cut-scene where the first plasmid is acquired, when the player is wielding the wrench, while reloading the machine gun, and in the good ending).

First person I thought of was Jack from Lost, who has quite a few tattoos. Of course, that wouldn't make sense for him to be here.

OT: I always thought of the tattoos being a reference to Ryan's "Great Chain of Rapture" which appeared quite frequently in the propaganda.

Basically, Andrew Ryan was an asshole who cheated on his wife/girlfriend (not clear which one Diane McClintock was) with a stripper named Jasmine Jolene and gets her pregnant. Jolene is then approached by Tennenbaum (the doctor who asks you not to kill the Little Sisters), who's working for Fontaine, and she gets Jolene to sell the embryo. That embryo is the main character, Jack. They then experiment on him, splicing into his genes the famous "Would You Kindly" command. They also accelerated his growth, and mentioned that, at two years old, you had the musculature of a fit 17 year old. They then also gave you false memories and sent you to the surface for a short time, then called you back, so that you wouldn't get caught in the Civil War and would be a sort of ace in the hole after the war ended.

Andrew Ryan sums it up nicely in his big speech. "You think you have memories. A family. A farm. A plane. A crash. But was there really a family? Did the plane crash, or was it hijacked?" This also explains how the plane just happened to crash above Rapture; you have a brief flashback of that gift that Jack was holding on the plane at the beginning and you see it contains a pistol and a note which likely says something along the lines of "Would you kindly use this pistol to hijack this plane, fly it to these coordinates, crash it, then forget you did so?"
