Actually, thanks to Bush they might be allowed to now? He wanted as many people to get stuck in Iraq as possible and pushed for Japan to made a few constitutional changes so they could send troops outside of Japan. Can't remember how that ended though.

I checked on that - you're right! But that article 9 in the Japanese constitution is still in existence, it was never removed or even changed. They just did it.
